Following the 2007 fire incident that damaged imported refinery equipment at the Karachi site, Indus Refinery Limited (IRL) reassessed its direction in light of global industry advancements. During this period, the world began transitioning from Euro-III to Euro-V fuel standards emphasizing cleaner, low-sulfur, and environmentally sustainable fuels.

Recognizing this major global shift, IRL decided to change its strategy from rebuilding the older Euro-III refinery to developing a new, state-of-the-art 120,000 BPSD Euro-V compliant refinery. This transformation aligned the project with modern environmental standards, enhanced operational efficiency, and significantly improved overall project economics.

To validate this new direction, IRL commissioned a comprehensive Pre-Feasibility Study, conducted by leading international consultants. The results demonstrate tremendous commercial and environmental potential, positioning the project among the most promising downstream investments in the region.
